Issue Summary

In Backlog, I choose the Capability View. Then I filter out the Capabilities that I don't want to see.
The mouse icon changes to the "drag" icon. Yet I cannot drag Capabilities up and down to rank them.

Documentation states
Otherwise, to prioritize your capabilities, you can drag them to the necessary position. The ranking is disabled if filtering is on.

Steps to Reproduce

Go to Backlog.
View Capability Backlog
Apply Filters. Filter out completed work (any filter works for testing)
Expected Result

Expected Results

Either:
1. Mouse icon is drag icon AND
Still able to drag and drop Capabilities
or
2. Mouse icon is NOT drag icon AND
Not able to drag and Drop Capabilities.

Actual Results

Mouse icon is drag icon
Cannot drag and drop Capabilities

Workaround

Remove Filter.
