Roadmap: Users can change the PI for Features/Epics/Themes without the proper Role Permission

      Issue Summary

      If a user has only view permission on Features/Epics/Themes, through accessing the Roadmap and changing the item/syncing there, he can alter the Program Increment of these items.

      Steps to Reproduce

      1. With a user that has only view access to Features/Epics/Themes (so no save on the role) go to the Roadmap
      2. Move the Features/Epics/Themes to a different PI
      3. Hit Sync/Save

      Expected Results

      Actual Results

      The user can change the PI of these items and save.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
