Backlog: Solution Layer Doesn't Allow Users The Ability To Select PI

Issue Summary

Unassigned backlog regular view with solution in T1 is not proposing PI's in right click move to PI. Only proposing unassigned backlog, which the item is already in.

Steps to Reproduce

1. Set Tier One to Solution Layer
2. Navigate to backlog Capabilities
3. Right Click Capability in Unassigned backlog main view
4. select PI options
5. Notice only unassigned backlog is showing

Expected Results

Should show associated PIs

Actual Results

Only able to see unassigned backlog

Workaround

User will have to open the full slide-out and assign the PI
