Portfolio Objective: when adding/removing the PI, all the Program associated with the Portfolio are added to the objective

Issue Summary

For a Portfolio Objective, when the PI is removed or added, all the programs related to that PI/Portfolio are added on it. If you remove the Program manually and change the PI, they all come back.

This don't affect all the objectives, although I was not able to tell the difference on the ones impacted.

Steps to Reproduce

1. Open an Portfolio Objective
2. Remove some programs att. to it
3. Change the PIs
4. See the Programs be re-added

Actual Results

When editing the PI, all Program related to the Portfolio are added back to it.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
