Issue Summary

When epics have the developmental step set, the field value does not appear on the epic list and the export shows this field blank.

Steps to Reproduce

1. Create a Process Flow (Value Stream) with the following setup
   • Type = "Developmental"
   • Level = "Epic"
   • Program = set a couple of programs
2. Set tier 1 program to one of the programs set in process flow (step 1) and set a program increment.
3. Go to the portfolio epic list and make sure the "Developmental Step" column is enabled in list view.
4. Try editing an epic whose primary program is the one selected in tier 1. Change the value of "Developmental Step" and then save. You can see the updated value in the list.
5. Now edit an epic where the tier 1 program is set as an additional program in epic. Change the value of "Developmental Step" and then save.

Expected Results

The developmental step displays the value selected.

Actual Results

The developmental step is blank and does not display the value selected. The developmental step should display the value for the tier 1 program selected.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
