Issue Summary

User Tagging in all comment areas changes "ë" char into "ë"

Steps to Reproduce

1. Login to JA
2. Create a user which contains the "ë" char in the name
3. Go in any chat section. ( In stories, dependencies, ideation etc.)
4. While writing the comment, try to tag that user.

Expected Results

Able to tag the user and see the user's name without any problem.

Actual Results

We can able to tag the user, but the name shows the code of the "ë" char.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
