Total Epics on Investment vs Actuals report is incorrect

Issue Summary

Epic count total in Investment vs Actuals report is not correct.

Steps to Reproduce

1. Top level Filter on Portfolio & PI
2. Run Investment vs Actuals Report
3. Check Epics Total and the result for Epics (No Theme)

Epics with theme - 22

Epics - no theme - 16
Epics - Total = 38

Now check the following boards:

Epics board
no filters
Look at the total number of Epics.
Also, a manual count of Epics with No Theme

Epics with theme - 13

Epics - no theme - 0
Epics - Total = 13

 Expected Results

That the totals  of Epics in the Epics board equals the total of Epics on the "Investment vs Actuals" report.
That the total for "No Theme" on the Epics board equals the number of Epics with No Theme on the "Investment vs Actuals" report.

Actual Results

The totals on "Investment vs Actuals" report does not match the total of Epics on the Epics board.
The "No Theme" total on "Investment vs Actuals" report does not match the number of Epics with no theme on the Epics board.

Note: There was some discussion that perhaps this total would match the number of stand-alone Features AND Epics combined, but that also does not appear to be the case.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available

with filter stand-alone = yes
Look at the total number of stand-alone features

total = 13
