Investment by Feature report does not respect the Configuration bar

Issue Summary

Changing your portfolio/program selections in the configuration bar should affect the data displayed on the report, but it does not. 

Steps to Reproduce

1. Navigate to the Investment by Feature report
2. Set a portfolio and PI in the Configuration bar
3. Hover over one of the pie chart's slices and note the count of items
4. Change the Configuration bar setting from the portfolio to a program within the portfolio
5. Hover over the same pie chart slice and note the count

Expected Results

Count of items is different

Actual Results

No change in the count of items

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
