Issue Summary

The Filter (by Epic) modal does not display Epics that are blocked.

This impacts the following grids:

• Features grid
• Capabilities grid

Steps to Reproduce

1. Create a hierarchy that renders an Epic blocked
2. Once a given epic shows blocked in the Epics grid, browse to either Features or Capabilities grid
3. Click Filters – to display the filter options modal
4. Select Epic then type in Epic ID or Epic Name of a blocked epic

• Notice blocked epics are not displayed

Expected Results

• Users should be able to filter grids on work items, even if blocked.

Actual Results

• Blocked epics are not displayed

Workaround

• Currently there is no known workaround for this behavior. A workaround will be added here when available.
