Issue Summary

Roadmap -> Fixed date milestones do not display if the very 1st deliverable has none of the dates populated

Steps to Reproduce

1. Login
2. For an EPIC, populate multiple fixed date milestones
3. For the very first deliverable, do not populate any dates
4. Observe the results - No milestones are displayed on the Roadmap
5. Update the very first milestone with a Target Completion date
6. Observe the results - Milestones are displayed on the Roadmap

Expected Results

Milestones are displayed on the Roadmap for which dates are populated

Actual Results

The milestones are not displayed if the very 1st deliverable has none of dates populated

Workaround

For the very first milestone, add a placeholder date.
