Objectives: Cancelled and Done Objectives can be linked to work items and as parents

Issue Summary

When linking objectives to Features or Epics a user is able to select Objectives that have a status of Cancelled or Done.

Steps to Reproduce

1. Select an objective (team level) and a feature in the same portfolio and context
2. Set the objective to any state other than cancelled and done
3. Open the feature and go to the Objective list near the bottom of detail panel
4. Enter the objective name and observe the selection appears
5.  Set the objective to either cancelled and done state
6. Open the feature and go to the Objective list near the bottom of detail panel
7.  Enter the objective name and observe the selection appear

Expected Results

The user should not be able to assign more work items to an objective that is in either of these states.

And the objective should be selectable and displaying from the list only in a valid open state

Objective can be selected even when the state is Done or Cancelled

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
