Roles/Objective Delete toggle has no effect on the details panel

Issue Summary

The Grids usually have 2 method to delete an item, controlled by different permission toggles in Administration>Roles

• 1st location:
  ADDITIONAL OPTIONS > PERMISSIONS > Delete Agile Objects
  ADDITIONAL OPTIONS > PERMISSIONS > Manage Agile Objects(Admin)
  This controls the Delete function from the grid "More Action" button
   This applies to ALL work items
  

• 2nd Location:
  Portfolio/Program/Team/etc... > {Work Item type} > Delete
  This controls the delete function in the Details Panel
  

On the work item Objective (or OKR) the second method does not have any impact on the details panel:

Steps to Reproduce

1. In Roles, Toggle ON/OFF the toggle:
   2 PORTFOLIO / Portfolio Objectives / Delete
2. Go to Portfolio objective grid
3. Open an Objective
4. Notice no delete action is visible in either case

Expected Results

To allow a granular permission grant, the Objective section of the roles, and the delete toggle,  should be available and working for user who are permitted to delete (only) objectives

Actual Results

The global delete method (1.) does work but the second to allow only the deletion for objectives, does not work

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
