Release Vehicle: intermittently when creating a Release Vehicle the owner field don't keep the value after saving

Issue Summary

When creating a new Release Vehicle, The Owner select on the dropdown changes after the save. This issue is intermittent and will not happen all the time.

Steps to Reproduce

• Go to Release Vehicle grid
• Create a new Release Vehicle
• Select a Program Increment Shipped in and an Owner
• Save

Expected Results

The Owner selected will be kept after the save.

Actual Results

After choosing the Program Increment Shipped in, the Owner and saving, the Owner changes to the default.

On the Release Vehicle grid, the Owner column appears with the correct person:

But the Release Vehicle shows a different Owner, even the dropdown:

The audit shows that the Release Vehicle was created with the correct Owner:

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
