Requirement Hierarchy doesn't load for Features with no stories

      Issue Summary

      Requirement Hierarchy doesn't load for Features with no stories. Use Case - For an epic/capability, if none of the child features have stories attached, the requirement hierarchy doesn't load completely. If at least one of the feature has a story, the requirement hierarchy works again

      Steps to Reproduce

      1. Login
      2. Select a Program and PI
      3. Create a new epic/capability
      4. Create child features
      5. Load Requirement Hierarchy
      6. Observe the results
      7. Add a story to one of the features created in step #4
      8. Observe the results

      Expected Results

      Requirement Hierarchy loads completely.

      Actual Results

      The Requirement Hierarchy doesn't load when stories are missing for all the features in an Epic/Capability. 

      Workaround

      Add a story to one of the features in an epic/capability
