Roadmap: Tier one & Data aren't in alignment (Seeing Epics that don't related to the Filtering)

      Issue Summary

      When filtering between programs & PIs it appears the data visible on the roadmap doesn't align with the tier one config. Please see the image showing a misalignment at the Epic level.

      Steps to Reproduce

      1. Step 1 - Create Epics for 2 programs and 1 PI
      2. Step 2 - Navigate to the Roadmap view and compare the results
      3. Step 3 - This issue might very complex to reproduce, but seeing clear data discrepancies. 

      Expected Results

      The Roadmap view should align with the tier one filtering 

      Actual Results

      Seeing Epics associated with a different program 

      Workaround
