Issue Summary

Roadmap ranking is broken for EPICs and Features within the tier 1 context filter. 

Steps to Reproduce

1. Login
2. Select a Portfolio/Program & PI
3. Ensure there are Epics and Features ranked in the backlog view
4. Browse to Backlog. 
5. Note the order of work items for both EPICs backlog and Features backlog
6. Browse to Roadmap
7. Observe the results for EPIC roadmap view and Feature roadmap view

Expected Results

The roadmap views for EPICs/Features should match based on the tier 1 configuration settings with the respective backlog views i.e. EPIC backlog & Feature backlog. 

Actual Results

The ordering of EPICs/Features is very different and not same as the respective EPIC/Feature backlog ranking. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
