Inconsistent Behavior When Removing Primary Program in Theme

Problem

Cannot Remove Program from Theme, when using the search option (top right magnifier) to lookup for a Theme.

Environment

Any 10.87

Steps to Reproduce

1. Click on the search top right icon.
2. Type Theme Name
3. From the slide out, try to remove the Program

Expected Results

If the Theme has work items associated with that program assigned to them, we expect a Popup warning (the pop-up that's in the end of the video)
If the Theme does not have work items associated, we expect the Program to be removed

Actual Results

After clicking the x to remove the Program it only blinks.

Workaround

Go to Portfolio > Themes > Click on a Theme > From the slide out you can remove (if applicable) the Program, if not the Popup warning is seen.
