      Issue Summary

      Forecast -> Agile by Team view showing inactive teams. The top config bar doesn't show inactive teams. But the report below shows inactive teams. 

      Steps to Reproduce

      1. Login
      2. Select a Program and PI
      3. Browse to Forecast -> Agile by Team view
      4. Observe the results for teams shown

      Expected Results

      Report should load normally with only the active teams. 

      Actual Results

      The report includes inactive teams as well. 

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
