Progress by Objective: section Solution Objectives appears default and is not tied to the enablement or use of the "Solution Layer"

Issue Summary

The expandable session Solution Objectives on the report Progress by Objective appears as default and is not tied to the enablement of the "Solution Layer/Use of Capabilities" on the Portfolio level, nor is affected by the options under Administration->Platform->Solution. 

Steps to Reproduce

1. Open the report Progress by Objective and select a Portfolio that don't use Solutions/Capabilities

Expected Results

The Solution Objectives expandable section would not appear as Solution Layer is not enabled and the Portfolio don't have Solutions created under it.

Actual Results

The Solution Objectives expandable section appears as a default on the report Progress by Objective and it can't be removed/hidden.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
