Program Room -> Team Load vs Capacity ignoring overridden values

Issue Summary

Program Room -> Team Load vs Capacity ignoring overridden (OV) values when all the sprints in a PI have overridden value for teams. The use case for this is when teams are transitioning from Jira to Jira Align system and dont have the past PI average velocities in which case they are overridden. As per the article, a team's velocity will use one of three values for each sprint: Average Team Velocity, Accepted Points, or Override Velocity.

Steps to Reproduce

1. Login
2. Override all the team's sprints velocity with a value e.g. 50
3. Browse to Program Room and select the PI
4. Observe the widget Team Load vs Capacity 

Expected Results

The widget should take into account the overridden velocities calculation for the teams

Actual Results

The widget doesn't take into account the overridden team velocities for all the sprints in a PI. The widget shows 0% for the teams

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
