Create Then Assign Initiative to a Theme that Should not be Allowed

Problem

One can create an Initiative and assign a Theme to it that one should not be allowed to do so.

Environment

Any 10.86 instance

Steps to Reproduce

Each screenshot shows the Themes for PI that are allocated to 2021 QPIs.

1. Screenshot 1 shows that I can see invalid Themes in the dropdown and that is expected since I do not yet have program selected

1. Screenshot 2 shows that I can still see them after I have a program selected

1. Screenshot 3 shows that I can save the Init with an invalid Theme

 Expected Results

Should not be allowed to save Theme

Actual Results

Popup Error with some explanation about the invalid Theme
