Issue Summary

In the Forecast page, when View By: Capabilities is selected, filtering by Theme render no results at all.

Steps to Reproduce

1. Set Configuration bar as necessary
2. Browse to the Forecast page
3. Select View by: Capabilities, then View Type: Agile by Program
4. Expand PI and notice Capabilities are listed
5. Click Apply Filters button; the in-page filter options will display
6. Select a Theme from the options listed
7. Click Filter Forecast
8. Expand PI and notice no Capabilities are listed along with the following message:
   "There is no data for selected parameters"

Expected Results

• Capabilities are filtered based on their association to the selected Theme

Actual Results

• No Capabilities are listed
• The following message is displayed:
  "There is no data for selected parameters"

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
