Roadmap -> Feature by EPIC - Tags not filtering associated features

      Issue Summary

      Roadmap -> Feature by EPIC - Tags not filtering associated features. The filter works for EPICs but not for features. 

      Steps to Reproduce

      1. Login
      2. Browse to Roadmap -> Popolate the top tier filter with a Program and PI
      3. Select Features by EPIC
      4. Make sure tags are populated for EPICs and features
      5. Search for a tag associated with a feature 

      Expected Results

      The result set should be filtered and display all the relevant features

      Actual Results

      The result set is empty. 

      Workaround

      Utilize Features from the work item drop down instead on Features by EPIC
