Program Tracking: Escalation are visible even without permission

Issue Summary

"Escalation"  is controlled by a single role toggle, called [escalation]

This toggle amalgamates the access to the escalation grid from menu, as well as the view access, or creation from any page

despite this toggle being disabled, the program tracking page will still display the items

Steps to Reproduce

1. Create an escalation in a program
2. Login as a separate user, (make sure the escalation toggle is disabled
3. select same program as top tier filter and navigate to program tracking
4. notice the following behavior:
   • The Program Tracking report displays the count and title of escalation
   • details are visible when icon is hovered (not clicked)
   • + button appears but lead to an error
   • Clicking an escalation item leads to an error

Expected Results

• No escalation item should display in the report
• No + ("create new") button in escalation should display

Actual Results

Escalation items display
+ (Create) button displays, suggesting that the user could create a new escalation, but leads to an error page

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
