Velocity by Team report not honoring top tier Program filter

Steps to Reproduce

1. Login
2. Ensure top config bar has a Program and PI selected
3. Browse to Reports
4. Open Velocity by Team (Release) report

Expected Results

Only the teams that are part of the Program should show

Actual Results

All the Teams part of the Portfolio are shown

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
