Issue Summary

"Solution Objective" is not visible in the side menu & search results even if the "solution objective" is enabled

Steps to Reproduce

1. Login to JA
2. Ensure the Solution Layer is enabled ( under Administration > Roles > {select role} > 3. Value Stream )
3. On the left menu type "objectives" in the search field.

Expected Results

Examine the search results and ensure that all of the enabled levels, "Portfolio, Solution, Program, Team" objectives are on the list.

Actual Results

The "Solution Objectives" is missing in the search results. ( Please see the attached screenshot)

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
