    Description

      Issue Summary

      Customers are encountering an issue where programs are being removed from a theme when a user, with limited access to certain programs, adds or removes programs of their own to that same theme.

      There is no warning to the user and they are not aware since, when they open the Theme, they only see the Programs listed to which they have access.

      Steps to Reproduce

      1. Logged in as a super admin and pulled up Theme ID 153. Noted that there are 11 programs tied to the theme:
      2. As the Super Admin, impersonated user "Vish Test" and navigated to the same theme pictured above.
      3. Noted that Vish Test has only 8 programs visible to him inside that theme.
      4. Vish Test user Removed Program "RobP3 Program" from the theme and saved the changes.
      5. Viewed the Audit log. Noted that not only did RobP3 Program get removed, but also noted that the additional programs that "Vish Test" did not have access to were also removed:
      6. Logged Back in as the Super Admin and noticed that the original programs were indeed removed:

      Expected Results

      The programs not visible to the non-super-admin user should not be removed when another user, with limited access to certain programs, modifies the Theme's programs.

      Actual Results

      Making changes to themes in this scenario wipes out themes that it shouldn't have wiped out.

      Workaround

      Aside from having a super admin-type user going back in and re-adding the removed programs (if the admin happens to remember which programs got removed), there is no known workaround for this behavior. A workaround will be added here when available.
