Issue Summary

For Themes - "Done" & "Archived" PIs are showing up in Releases

Steps to Reproduce

1. Login
2. Create or open an existing Theme
3. Under Releases search for PIs that are Archived or Done

Expected Results

Archived PIs should not show up under Releases field for Themes and Epics (but Done PIs SHOULD show up)

Actual Results

Done or Archived PIs are selectable when creating a new Theme or modifying an existing one

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
