Issue Summary

EPICs unable to filter out Unassigned backlog when applying filter "Not Equal To"

Steps to Reproduce

1. Login
2. Select a Portfolio
3. Browse to view all EPICs
4. Apply a filter to Release or PI as "Release != Unassigned"

Expected Results

All the EPICs which are Unassigned should not be shown. 

Actual Results

EPICs which are Unassigned are shown. Essentially, the "!=" filter is working same as "=" 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
