Issue Summary

Roles: Remove Manage Progress Tracker Permission toggle

Steps to Reproduce

1. Login
2. Go to Administration>Roles>Select any Role. 
3. Expand Additional Options. 
4. Check Manage Progress Tracker Permission toggle

Expected Results

Based on the investigation our developers did this toggle is not used in our application, so it should be removed. 

Actual Results

This toggle doesn't control anything in our application.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
