Program Room -> Action Item - PI field not honoring top config bar options

Issue Summary

Program Room -> Action Item - PI field not honoring top config bar options

Steps to Reproduce

1. Login
2. Add a program to top config bar
3. Browse to Program Room
4. Load program room
5. Click View Configuration
6. Enable Actions 
7. From the Actions widget on Program Room, click on the "+" icon to add a new Action Item
8. Notice the the PI drop down shows all the PIs

Expected Results

The PI drop down should be restricted as per the top config bar

Actual Results

All the PIs were shown in the drop down irrespective of top config bar

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
