Issue Summary

Work Tree: Show Health in the Extra Configs appear only when Enable Theme Groups is set to Yes

Steps to Reproduce

1. Login
2. Go to the Administration>Platform>Portfolio.
3. Set Enable Theme Groups to Yes. Save.
4. Go to the Work Tree.
5. Check if Show Health appears in the Extra Configs.
6. Go to the Administration>Platform>Portfolio.
7. Set Enable Theme Groups to No. Save.
8. Go to the Work Tree.
9. Check if Show Health appears in the Extra Configs.

Expected Results

Show Health toggle should appear all the time and should not depend on the state of Enable Theme Groups toggle

Actual Results

Show Health toggle is hidden when Enable Theme Groups toggle is set to No

Workaround

To turn on Enable Theme Groups toggle
