Issue Summary

Currently, we aren't capturing additional program adds via the details tab or the forecast tab. 

Steps to Reproduce

1. Step 1 - Add an additional program to an Epic on the details tab
2. Step 2 - Add a program to the Epic under the Forecast tab
3. Step 3 - Check audit log for results

Expected Results

We should capture any program changes and forecast program associations because these types of updates need to be audited in the event users need to know why this Epic is showing up on a report (Epic grid or Forecast Report).

Actual Results

We aren't showing audit log entries for additional program updates or forecast program updates.
