Problem

Cannot change Program Names from Lower Case to Upper Case or viceversa.

Steps to Reproduce

1. Administration > Setup > Programs, here pick any Program and click on the ID
2. Click on the Edit pencil button next to the name.
3. Edit name to change from lower case to upper case or viceversa. ie.

From: Test Program

To: TEST Program

Expected Results

Edit remains after saving changes.

Actual Results

Name remains exactly the same (no changes).

Notes

Changing the name by adding or removing words/letters work fine.
