Forecast tab: Unable to remove a program working on an Epic/Capability.

Issue Summary

Unable to remove a program working on an Epic/Capability in Forecast tab.

Steps to Reproduce

1. Open an Epic and open the Forecast tab.
2. In the forecast tab, select a PI with mutltiple programs assigned.
   
3. Add another program that works on this Epic and indicate an estimate for the program to be added in.
   
4. Now, remove the program that was just added in by clearing the forecasted values, click "Save Forecast" and hit save.

Expected Results

The added program will be removed.

Actual Results

The program can't be removed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
