Issue Summary

When users navigate Details Panels Settings, the top right action buttons briefly shows when loading the page.

Steps to Reproduce

1. Clear your cache
2. Login to any JA instance
3. Navigate to Administration > Details Panels Settings
4. Observe the page, especially on the top right buttons.

Expected Results

Action buttons "Add Cutoms Field", "Restore Defaults", and "Save" should not display on the screen.

Actual Results

Action buttons "Add Cutoms Field", "Restore Defaults", and "Save" flickers on the screen.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
