Issue Summary

Create Risk screen - default placeholder for drop downs not matching

Steps to Reproduce

1. Click Create button -> Risk
2. Notice the drop down field default placeholders

Expected Results

PM reviewed; For Owner dropdown - placeholder should read "Select one"

Actual Results

For Owner - placeholder reads "Select Something"
