Issue Summary

Import: An Error appears when trying to assign a Work item to PI that is linked to the additional Program

Steps to Reproduce

1. Login
2. In the Administration>Solution>Set Span Capabilities Across Releases: to Yes.
3. Go to the Epics grid.
4. Create Epic.
5. Create Capability under it.
6. Open Epic.
7. Add one Additional Program. Save.
8. Add Release that is tied to the Additional Program. Save.
9. Go to the Capabilities grid.
10. Export Capability from Step 5.
11. Open the file.
12. Add Program from Step 7 to Additional Program list for the Capability.
13. Add Release from Step 8 to Releases list for the Capability.
14. Save.
15. Try to import the file back to the system.

Expected Results

The file is imported successfully. Additional Program is added. PI from the Additional Program is added to the PIs list.

Actual Results

The file is not imported, list of Additional Programs and PIs is not updated.
The user is able to make these changes from the UI.

Workaround

Update from the UI
