The feature estimation method is incorrectly changing

Issue Summary

The feature estimation method is incorrectly changing.

Steps to Reproduce

1. Create Portfolio1 and Program1
2. Create Portfolio2 and Program2
3. Go to Administration>Platform>Button: Portfolio Specific Settings:
4. Select Portfolio1 > Set Estimation System to T-shirts and click Save Settings
5. Go to Administration>Platform>Button: Portfolio Specific Settings:
6. Select Portfolio2 > Set Estimation System to Team Week and click Save Settings
7. Create a Program Increment PI1 and Add Program1 and Program2
8. Create Program Increment PI2
9. Create a Feature and Assign it to Program1 and PI2
10. Set T-shirt estimate on the Feature to any value and Save
11. Change the Feature from PI2 to PI1 and click Save

Expected Results

The Estimation method should not be changed. Programs with different Estimation Methods should be able to share the same Program Increment without a problem.

Actual Results

The estimation method on the Feature is changed to Team Weeks
