Problem

When looking at the Program Room and select a historical PI, the Program room does not display teams that were active during that PI (now deactivated).

This presents an incomplete and inaccurate picture of that PI.

Steps to Reproduce

• Choose a Program and a past PI in the Configuration Bar
• In Team > Teams > Select a Team and Turn Active to NO
• Go to Program Room and the recently deactivated team will NOT appear.

Expected Results

• Teams that were active in Past PIs should still show in Program Room regardless of being inactive.

Actual Results

• Inactive teams do not show in Program Room from past PIs
