[JIRAALIGN-2259] Forecast: MW calculation by team

Issue Summary

Member Week(MW) capacity calculation for capabilities by team forecast is incorrect. It considers additional programs on the capability.

Steps to Reproduce

1. Create a multi-program epic and assign it to a release/PI
2. Add several capabilities under the epic
3. Make sure some capability have 2 or more additional programs.
4. Navigate to Forecast.
5. Set your T1 filter based on your capabilities primary program and release.
6. View by: capability; View Type: Agile by Team.
7. Configure "Plan Capacity"
8. Indicate MW capacity on several capabilities.
9. Observe the results.

Expected Results

Team MW capacity = sum of all capability MW capacity.
Please consult with PdM to make sure.

Actual Results

Team MW Capacity = sum of all capability (capability capacity * number of additional programs )

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
