Issue Summary

Details Panels Settings page is missing Jira Project field for Defect work item type

Steps to Reproduce

1. Browse to Details Panels Settings
2. Select Portfolio
3. Select Defects work item type
4. Notice Jira Project field is not available for activating/deactivating nor turning mandatory/optional

Expected Results

• For Portfolios with Programs mapped in Connector settings (can be from any Jira connector if multiple are created on the environment), the Jira Project field should show on the Defect, Stories, Features Details Panels Settings. It should show as toggled on (Active) and that should be read-only. Users should not be able to toggle this off (Inactive). Users should be able to toggle the Required field on and off.
• Add a ? icon next to the toggle with a tooltip that says "This field will only show on items assigned to a program that is mapped to a Jira project in your Jira connector settings."
• This change should not make the Jira Project field active on items assigned to a program that is NOT mapped to in Jira connector settings. 
• Remove the "Make selection of Jira projects mandatory when creating items" Jira setting

Actual Results

• Jira Project field is missing

Currently there is no known workaround for this behavior. A workaround will be added here when available.
