[JIRAALIGN-2246] Program Increment Progress: Drill Down By Team & Tier One Filter Change (UI doesn't refresh and show the correct updated program results)

Issue Summary

When a user run the program increment progress report by selecting a Program + Program Increment the system responds as expected. When they drill down by team view, then change the tier one selection options when the data updates the UI doesn't show the correct (newly update tier one) program or associated teams. If the users clicks the option "go back" then the correct data is visible to the user.

Steps to Reproduce

1. Step 1 - Navigate to the Program Increment Report (Program + PI in tier one)
2. Step 2 - Click Drill down by team
3. Step 3 - Next change tier one to a different program (same PI)
4. Step 4 - Notice the drill down by team view didn't update

Expected Results

Once the user makes a change to the tier one filter the UI should respond accordingly

Actual Results

Tier one changes aren't reflecting when users changes the associated program program

Please click "go back" this will force the page to load the correct data sets.
