[JIRAALIGN-2223] Themes: Total Budget (Epic Level) in the Themes export contains incorrect values

Issue Summary

Themes: Total Budget (Epic Level) in the Themes export contains incorrect values

Steps to Reproduce

1. Login
2. Create 3 Themes with Id's that do one by one.
3. Create an Epic under the Theme with the highest ID. Define the Budget for this Epic.
4. Go to the Themes grid.
5. Filter the grid to show only Thems you have just created.
6. Export.
7. Open the file.
8. Check Total Budget (Epic Level) column

Expected Results

For the Theme with the highest ID Total Budget (Epic Level) is populated with a value that was set in step 3. For all other Themes, it shows 0.

Actual Results

Total Budget (Epic Level) for all three Themes is populated with a value that was set in step 3.
This is applicable only for Themes that have no Epics assigned.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
