Programs Setup: only super admins can see a solution type program

Issue Summary

Only Super Admins can see a solution type program in the Programs Setup view.

Steps to Reproduce

1. Use a user that can create a Program (non-Super Admin)
2. Create a program and set it to a solution.
3. Click save and observe

Expected Results

The newly created program should display on the list.

Actual Results

The newly created solution type program doesn't display on the Programs Setup list page.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
