Issue Summary
On the Status Report Financial View, the message displayed when hovering over the number in the IRR column is confusing.
This issue was raised by one of our Solutions Architects while they were working in

Steps to Reproduce
- Epic in Question: https://sa1test.jiraalign.com/EpicGrid?FirstTime=True&EpicID=1191
- Navigate to Status Reports
- Click Quarterly Increment
- Click PIIK_20Q4
- Set the view to Financials View
- There should be just one Epic listed.
- Scroll over in the report until you find the IRR column.
- Hover over the 15 and wait for the tooltip message to appear:
The Message says:
"NPV at this rate is . The original rate was estimated at 15" .
Expected Results
Rename IRR column to "Discount Rate" and change hover-over to "Discount rate is configured on the item's "Finance" tab. (Also, change "IRR" label in Extra configs too)

- Portfolio Status Reports > Financial view
- Program Status Reports > Financial view
- Org Structure Status Reports > Financial view
- Theme Status Reports > Financial view
- Program Increment Status Reports > Financial view
Actual Results
The tooltip message is confusing and it is not clear what some of the values are referring to (such as original rate).
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
