[JIRAALIGN-2189] Program Room: The info message for the misaligned section should be changed

Issue Summary

urrently, the tooltip states that 'Misaligned stories are scheduled for a sprint within a PI that differs from their assigned PI'. In fact, this section includes also the stories with the correct program, PI, and sprint, but the parent feature has different assignments. We suggest to improve the message a bit and include the part where we explain that the story could get to the misaligned section because of the parent item is assigned to the different PI. 

Steps to Reproduce

1. Open the program room that has the items in the misaligned section and check the message in the corresponding tooltip

Expected Results

The message is next: 'Misaligned stories are scheduled for a sprint within a Planning Increment that differs from their assigned Planning Increment or that differs from their parent's.'

Actual Results

the message is currently not covering the scenario where the user story PI is different from the parent's PI: 'Misaligned stories are scheduled for a sprint within a Planning Increment that differs from their assigned Planning Increment'

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
