Estimation: Page should honor Tier 1 selection

Steps to Reproduce

1. Login.
2. Go to the Epics grid.
3. Expand More Actions and select Estimation.
4. Set Tier 1 to Portfolio or a few Programs. Select Some PI.
5. In the Program Dropdown select Any Program.
6. In the Program Dropdown select 'Select All'
7. Check the list of Epics.

Expected Results

The list is limited to the Epics that are assigned to Programs from the Portfolio that was selected in Step 4 OR Epics that are assigned to Programs that were selected in Step 4.
This should work for Epics, Capabilities and Features.

Actual Results

All Epics throughout the application are listed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
