[JIRAALIGN-2164] Control Chart Intermittently fails to load the plot/graph if filters are applied.

Issue Summary

The Control Chart is intermittently not displaying the plot/graph based on the criterion consistently. The graph or plot does appear sometimes, but other times it doesn't display or may flash briefly on the screen then fail to display.

The problem seems to be triggered / aggravated by the addition of state filters:

With no state filters in place, the user can see

Steps to Reproduce

1. Add a program and program increment to tier1
2. Navigate to the Control Report
3. Add some state filters and click filter

Expected Results

The graph / chart loads or, at the very least, the user sees the X and Y axis of the graph with a"No data to display" message.

Actual Results

No graph loads.

When the problem occurs, the following is seen in the developer tools console. Note the error and, on the page itself, there is no X and Y axis where the graph should be:

Currently there is no known workaround for this behavior.
