Issue Summary

Epic: Time and Skills Complete dropdown is set to Yes for all Process steps when hitting Save

Steps to Reproduce

1. Login.
2. Go to the Epics Grid.
3. Open any Epic that is linked to the Program with defined Process steps for Epics.
4. Go to the Time and Skills tab.
5. Enter data for any Step and click Save.

Expected Results

As Complete was set to no before clicking Save it still should be set to No.

Actual Results

Complete is set to Yes.

Workaround

Set Complete to no and click Save one more time
